DOW-UAP-PR27, Unresolved UAP Report, United Arab Emirates, October 2023

Evidence media

  • Open Sky release-file copy: open the verified 4-minute-57-second MP4. This is the Release 01 video copy for DVIDS ID 1006067; release metadata gives a file size of 155,885,289 bytes and SHA-256 3c510fe34677a0784c656105b9653ce3039d83de46f929f1ee6d6fb820ce3b8c.
  • Official source page: DVIDS video 1006067.
  • Companion context: DOW-UAP-D23 is the paired mission-report PDF, and DOW-UAP-PR26 is the shorter companion video. Keep the three records separate until a timestamped source crosswalk assigns specific video intervals to specific D23 form lines.

Investigation reading

This released item is the longer DVIDS video paired in Release 01 with DOW-UAP-D23, the United Arab Emirates / Persian Gulf MISREP packet. The verified MP4 is a 4 minute 57.33 second, 1920 × 1080 H.264 video at 30 fps with a very low-level AAC stereo audio track. The release description says the footage came from an infrared sensor aboard a U.S. military platform in 2023 and repeatedly uses cautious wording: an “area of contrast,” not an identified object.

The source review used a whole-clip contact sheet and focused frame/crop checks at the publisher-described intervals: the pre-target portion through about 01:55, the first distinguishable contrast area around 01:56, the sensor pan around 02:04, the narrowing field of view around 02:14, the steadier center-window interval from 02:15 through 03:26, and the more erratic motion / lost-and-reacquired interval from 03:27 to the end. Early sampled frames show an oblique coastal or water scene with terrain/shoreline in the upper field and darker water below. That early segment contains scene background and display overlays, but no clearly separated target content in the reviewed samples.

After about 02:15, the display is dominated by a bright central high-signal region over a low-detail, water-like or gray textured background. A very small bright point-like contrast feature is visible intermittently in and around the center/right crop: left of the reticle around 02:15, farther left by 02:30, below-left of the reticle around 03:26, and then at changing positions around the reticle after 03:27. The feature remains unresolved: no wings, body, trail, size, range, or structure can be read from the public video alone. The black masks/redactions, cyan reticle/corner marks, and N indicator are display elements and should not be described as objects in the scene.

What the file appears to contain

  • A grayscale/IR-style DVIDS sensor clip published as video 1006067 and represented in Release 01 as DOW-UAP-PR27.
  • A background that begins with coastline/water context and later becomes mostly a high-signal field over water-like gray texture.
  • A tiny unresolved area of contrast that becomes easier to notice after the sensor centers/zooms the field. Its apparent position changes relative to the reticle, especially after the sensor motion described around 03:27.
  • Fixed display symbology and black mask/redaction blocks. These are separate from the original scene and are not evidence of additional objects.
  • Companion context from DOW-UAP-D23, which contains two UAP form lines at 0241Z and 0322Z. This page does not assign PR27 to either line without a timestamped source crosswalk.

Source custody and provenance

  • Official/source URL: DVIDS video 1006067.
  • Open Sky release-file copy: war-gov-dow-uap-pr27-unresolved-uap-report-united-arab-emirates-october-2023-1006067.
  • SHA-256: 3c510fe34677a0784c656105b9653ce3039d83de46f929f1ee6d6fb820ce3b8c.
  • File size: 155,885,289 bytes.
  • Video metadata checked from the verified Open Sky release-file copy: H.264 video, 1920 × 1080, 30 fps, 4:57.33 duration, AAC stereo audio, MP4 creation time May 8, 2026.
  • The public MP4 has a near-silent audio track; no spoken transcript or embedded narration is apparent in the release-file copy.
  • Release metadata ties the video to Department of War / DVIDS ID 1006067, CSV row context 43 / 85, and Persian Gulf / United Arab Emirates location language. The graph also carries a current release-record row for PR27; row numbering should be treated as provenance bookkeeping, not an evidence conflict.

Graph context

The graph has an exact VideoEvidence node for DVIDS 1006067 and an exact Release 01 record for DOW-UAP-PR27. The semantic layer currently preserves 20 source-text claim records, 13 entity mentions, 3 sensor-event records, and 0 table rows. The sensor-event records are narrow: they come from the official infrared-video description and the 02:04 pan language. They do not add independent range, altitude, radar, or raw telemetry beyond the public video description.

Related graph records include the D23 mission-report PDF, the shorter PR26 UAE video, and other Release 01 mission/video records. The D23 page is the documentary companion because it preserves the mission timeline, FMV/IMINT/SIGINT context, and two UAP form entries. PR27 should remain a media-side read-through until the archive has a source that ties the clip to a specific D23 form line. Candidate crosslinks in the graph are broad place/name search leads and remain needs_human_review / not_a_finding.

Leads to check

  • Reconcile PR27 with D23’s two UAP form lines at 0241Z and 0322Z. The public release pairs them, but this draft does not assign the 4:57 clip to a specific line.
  • Compare PR27 against PR26 before treating them as separate observations, repeated views of one event thread, or videos tied to different D23 lines.
  • Look for source material that provides sensor mode/polarity, field of view, platform motion, range, azimuth/elevation, track state, and unredacted coordinates. Without those, apparent motion in the frame cannot be converted into object motion.
  • Review the row-numbering/provenance tension between related CSV row context and current release-record anchors.
  • Run prosaic checks before escalation: water/sea texture, coastline geometry, sensor panning, tracking changes, gain/exposure behavior, compression, masks/overlays, and small-point image artifacts all matter for a feature this small.

Lead check notes

  • Checked — Release-file identity: the Open Sky release-file copy is the DVIDS 1006067 MP4, 155,885,289 bytes, with SHA-256 3c510fe34677a0784c656105b9653ce3039d83de46f929f1ee6d6fb820ce3b8c matching the Release 01 metadata.
  • Partial — D23 line assignment: the paired D23 mission-report page preserves two UAP form entries at 0241Z and 0322Z, while the PR27 source description gives a 4:57.33 infrared video with an area of contrast. The current linked release material does not assign PR27 to one specific D23 form line.
  • Partial — PR26/PR27 comparison: PR26 is a separate DVIDS video (1006063) with a 43.17-second runtime and SHA-256 46fdeec860cdaa6b27b6fcc51d0b7e045347d494832cdc65f2038e702eaa58aa. The two videos should remain separate media records until a source-backed frame/timestamp comparison shows whether they are different views, different form lines, or repeated views of one report thread.
  • Blocked — Missing sensor/platform data: the PR27 release page and D23 report do not provide sensor mode or polarity, field of view, range, azimuth/elevation, track state, platform motion, or unredacted coordinates. Apparent motion in the clip cannot be converted into object motion without that source material.
  • Partial — Row/provenance cleanup: the video evidence record carries related row context 43 / 85, while the exact current release-record anchor for PR27 appears as row 82. Treat this as release bookkeeping until the manifest history is reconciled, not as an evidence conflict.
  • Needs external source — Prosaic checks: the visual review separated fixed overlays/masks and sensor motion from scene content, but ordinary explanations such as water/sea texture, coastline geometry, gain/exposure behavior, compression or image-processing artifacts, distant aircraft, balloon, bird, debris, or other small-point sources need unredacted time/location/geometry or raw sensor/track data before they can be tested.

Limits

This is a graph investigation draft, not a finding. The public video shows a very small unresolved contrast feature in a masked infrared-style display, but it does not provide enough public metadata to establish range, altitude, size, speed, identity, or origin. The most visible motion after 03:27 is entangled with sensor/background movement, so this draft does not infer kinematics. The release description is informational and explicitly not an analytical conclusion. The paired D23 PDF supplies mission-report context but does not embed these frames or provide the missing telemetry.

Deep investigation — graph + web reconnaissance

Source reread and media checks

The deep reread keeps PR27 anchored as the longer DVIDS media record for video 1006067, not as a standalone resolution. The verified release-file copy is 155,885,289 bytes with SHA-256 3c510fe34677a0784c656105b9653ce3039d83de46f929f1ee6d6fb820ce3b8c. Media decoding confirms a 297.33-second H.264 MP4 at 1920 × 1080 and 30 fps. The public source description says the footage is from an infrared sensor aboard a U.S. military platform in 2023 and repeatedly uses the neutral phrase “area of contrast.”

Representative frame samples at 00:00, 01:00, 01:55, 01:56, 02:04, 02:14, 02:15, 02:30, 03:26, 03:27, 03:45, 04:00, 04:20, and 04:56 show two source-level regimes. Early samples show an oblique coastline / water scene with terrain or shoreline features in the upper field and water below. Later samples move to a lower-detail water-like or gray textured field with a bright central sensor/exposure region. Fixed cyan display symbology, the central reticle, the N indicator, black mask/redaction blocks, and the black bar below the reticle are display elements, not scene objects.

A compact unresolved point-like contrast feature is visible in multiple later samples, especially after the field is centered/zoomed. It appears as a tiny speck near or offset from the reticle in the 02:15 through end-of-clip interval. The sampled frames do not resolve wings, body shape, plume, wake, shadow, scale, or distance, so this page does not infer identity, size, speed, range, or object class from the apparent screen motion.

Graph connections and provenance cleanup

Read-only graph checks found the exact VideoEvidence node for DVIDS 1006067, with the expected title, canonical DVIDS URL, CloudFront MP4 URL, current official-CSV status, full_download_bytes of 155,885,289, and full_download_sha256 matching the verified MP4. The semantic layer for this video currently contains two manifest-description text chunks, 20 machine-extracted claim nodes, 13 entity mentions, 3 sensor-event nodes, and no exact-asset candidate crosslinks. The three sensor-event nodes are narrow IR/source-description cues (IR and the 02:04 sensor-pan wording); they are not independent range, altitude, radar, telemetry, or target-track evidence.

The graph also preserves the companion-document context. Current release-record rows keep D23 as row 42, PR26 as row 81, and PR27 as row 82, while the PR27 VideoEvidence node still carries older related row numbers 43 and 85. Direct RELATED_TO edges can therefore surface stale title/file-pointer combinations involving D25 or PR31 while still pointing at D23/PR27 file metadata. Treat those as manifest/row-cleanup leads, not corroboration and not evidence that PR27 belongs to the Greece or Syria records. Stable identity for this page is the DVIDS ID, PR27 title, MP4 URL, byte count, and SHA-256.

External official-source checks

The live DVIDS page for video 1006067 was reachable and matched the PR27 title. Its public metadata lists Date Taken: 10.01.2023, Date Posted: 05.07.2026 23:31, category B-Roll, video ID 1006067, VIRIN 231001-D-D0360-9929, filename DOD_111688825, length 00:04:57, and location AE. The page description matches the Release 01 manifest language: an 01:56 distinguishable area of contrast, 02:04 IR-sensor pan, 02:14 narrowed field of view, 02:15-03:26 central-field interval, and 03:27-04:57 sensor-motion / loss-and-reacquisition interval.

The companion PR26 live DVIDS page remains a caution flag for crosswalk work: it is reachable by title, ID, and VIRIN, but its current metadata description describes a 2022 still-image / DoW-UAP-D12 item rather than the PR26/D23 video description preserved in the Release 01 manifest. That anomaly does not affect PR27's matching DVIDS description, but it does reinforce the rule that PR26, PR27, and D23 should stay separate until an official timestamped source crosswalk assigns either video to D23's 0241Z or 0322Z form line.

Direct WAR.GOV landing, CSV, and D23 PDF probes returned 403 Forbidden during this check; Internet Archive availability probes for the exact DVIDS and MP4 URLs returned rate-limit errors. Those access results are custody context, not evidence against the already verified release-file copy.

Prosaic checks and limits

The public evidence supports cautious media description, not kinematic reconstruction. The D23 mission-report companion supplies two redacted UAP form lines on 24 OCT 2023, while DVIDS lists 10.01.2023 and the Release 01 metadata also carries 10/31/23 / N/A date language. Until those date fields, the exact video-to-form-line assignment, unredacted coordinates, platform track, field of view, range, azimuth/elevation, sensor mode/polarity, and raw target-track data are released, astronomy/weather/launch/satellite checks cannot resolve the feature.

Graph labels for weather, astronomy/fireball, and launch context exist, but exact-date probes for the public date candidates (2023-10-01, 2023-10-24, and 2023-10-31) did not return modeled context rows tied to this record. That is a graph-coverage limit, not an exclusion of ordinary explanations. Priority prosaic lanes remain sensor/platform motion, water or coastline background contrast, gain/exposure behavior, compression/display artifacts, small distant aircraft or airborne clutter, balloon/bird/debris possibilities, and release/metadata bookkeeping errors.

Follow-up leads

  • Build an official timestamped crosswalk before assigning PR27 to D23's 0241Z line, D23's 0322Z line, or a separate report thread.
  • Compare PR27 and PR26 only at the source-media level; shared D23 context and graph adjacency do not prove whether they show different form lines or repeated views of one event.
  • Reconcile DVIDS Date Taken: 10.01.2023, D23's 24 OCT 2023 internal DTGs, and Release 01's 10/31/23 / N/A metadata before doing date-specific prosaic correlation.
  • Keep stale row/file-pointer relationships in the graph as maintenance issues until reconciled; do not use them as corroboration.

Audit note

This section is a source-grounded audit note, not a finding. It distinguishes the verified MP4, publisher/manifest claims, machine-extracted graph claims, live official-source metadata, and unresolved prosaic checks. No hypothesis or resolution decision is created from this video page.
